Neighbourhood Planning

The Government has said that it wants to return planning powers to local people so they have the ability to shape and develop their locality as they wish to see it. Within bounds of course.

 

The cornerstone of Neighbourhood Planning is the government’s Localism Act. This is a broad piece of legislation which gives the opportunity for local communities typically a Parish to determine where and how much development of houses, businesses and offices should take place in the community. It also gives the opportunity to give planning permission to new developments in certain circumstances.

 

Of course this is not without constraints, Arun District Council are creating their Local Plan which has to be approved from above and that will detail the number of houses that need to be built within a parish and lay down percentages of affordable housing that has to be accommodated. Within these parameters though the Neighbourhood Plan can spell out where when and how these developments can take place.

 

In conjunction with these developments there are needs for infrastructure changes e.g. roads, schools, recreation facilities, shops etc. and these will be taken account of in developing the plan.

 

We have formed a Steering Group to develop our Neighbourhood Plan which will be a complex lengthy exercise which could take up to 18 months. The benefits to us are more autonomy in planning (within the Local Plan) and the opportunity to shape our community’s future.

Amended Pagham Neighbourhood Plan
starts its consultation period today October 2, 2015

Following advice from Arun District Council in response to the Alternative Sites document, Pagham Parish Council has considered and approved amendments to the proposed Neighbourhood Plan for Pagham.  We are therefore consulting on these changes as required under Regulation 14 of the Neighbourhood Planning (General) Regulations 2012.

 

The consultation period will run from 2nd October 2015 until 13th November 2015.  Any comments should be submitted to the Clerk in writing or by email.  The Parish Council intends to offer sessions to which the public are invited  to view the revised documentation, the dates of which will be announced in due course..  click here.

 

Why all the effort creating a
Neighbourhood Plan for Pagham?

No plan would mean that as a community we would not have a say in where, what and how many homes developers would build in the future. Developers would be able to build anywhere in and around the Village without the need to apply for planning permission.

 

We will be involving you over the next months at various locations through drop-in days, workshops or talks to gain your views on all aspects of the plan so we can make sure that our proposal genuinely reflects our community’s views.
